Personality:
Nobunaga Oda’s younger brother is by and large a historical footnote known only for trying (and failing) to usurp her position as head of the Oda. Much of Nobukatsu's life has been defined by his position as Nobunaga's younger brother. He grew up adoring her, and still into adulthood he proclaims himself to be the one who understands his sister best.
Historically, Nobukatsu is sometimes considered the opposite of Nobunaga. This contrast between them furthered a divide in the family over who would inherit their father's position. Nobukatsu was polite and obedient where Nobunaga was crude and broke with tradition. Furthermore, Nobunaga was a woman at a time when a female head of the clan would have been unheard of.
Who then would have been the better heir?
If you ask Nobukatsu, it was Nobunaga, without question.
So by planning to betray her and take over the clan, he effectively weeded out those who would have betrayed Nobunaga from those who were loyal and dragged them down with him when he was caught. Twice. While their mother intervened to spare Nobukatsu's life the first time, his older sister was not willing to grant him a third chance. And with his death, Nobunaga was the unquestioned leader of the Oda.
It was complicated self-sacrifice on Nobukatsu's part. He didn't die without regret, and his dedication wasn't untainted by jealousy. While he openly admits to his own incompetence, he simultaneously seems to throw himself into his schemes with the vague hope that this time, maybe he won't fail.
His flaws are indeed numerous. He's no good with pain, he's rude to those who are lower class than him; he's quick to anger when challenged and quicker to fold when threatened. While he's self-aware of his own flaws, he also died before he could ever overcome them. And despite proclaiming himself unfit to lead the Oda, he continues to declare that he deserves to rule the clan when no one's around to stop him.
As for merits, he can be relied on (so long as he's not got other plans in the works), and he can be strangely easygoing for all of the above. His emotional ways also mean that when he cares, he can be endearingly earnest.
Abilities & Skills: As an NPC character, Nobukatsu is not known to have any notable fighting prowess. He does, however, build some large (scale unknown, but larger than an average human) mechanical robots patterned after his older sister.
Also, the ends of his hair are on fire. As a small fire, its applicability in combat is limited, but you could probably roast a marshmallow on him.
Inventory/Companions: He is usually depicted with a sword and a matchlock pistol.
Choice: Witch
Reason: Nobukatsu is portrayed as generally incompetent; being a witch would provide him some opportunities for potential growth as he attempts to master a new, flexible power that's unlike anything he would have ever had access to.
